    I am a licensed professional engineer in numerous jurisdictions, who is currently working as the Director II, District Regulatory Compliance Department, for the Miami-Dade County Public Schools.  I was formerly an Adjunct Professor in Engineering at Miami-Dade Community College, Kendall Campus (1995 to 1997), Miami, Florida, USA, and I am currently (1997 to present date) an Adjunct Professor in the Mechanical Engineering Department at Florida International University (FIU) in Miami, Florida, USA.  I am also a Research Associate in the International Hurricane Center at FIU, involved with applied research in hurricane modification. I am a FAA licensed commercial pilot with multi- and instrument- ratings for fixed wing land airplanes.  Since university graduation in 1971, I have amassed a long and varied history of professional civil, structural and transportation engineering accomplishments in the UK, Canada, USA and the Caribbean, including but not limited to general administration, project/construction management of civil, transportation and facilities type projects.  Also, I have been teaching various business, engineering and mathematics related courses at the community college and university level, in the USA and Canada, since 1980.  I am currently an active participant, web site architect  and contributor in the NASA funded ALLSTAR project.

    I hold a B. Sc.(Honors) degree in civil engineering from Loughborough University of Technology in the UK, as well as a  M. Eng. degree in civil/structural/transportation engineering from Carleton University in Ottawa, Ontario, Canada and a Ph.D. degree in Environmental Science from Kennedy-Western University, in California, USA, and an Ed.D. degree in higher educational leadership from Nova Southeastern University, Ft. Lauderdale, Florida, USA.
